An additional roof skin links the two existing buildings into one institution and creating a new node for the Singapore Arts Scene. The extension creates a new type of in-between space under the new skin shelters the areas on top of the existing buildings, converting them into additional large scale open space exhibition areas. The in-between space is highly activated, containing the new main entrance, public areas and vertical circulation.
The skin touches the ground within the courtyard areas and in between the two buildings, leaving the main part of the existing buildings untouched. The light and partly translucent nature of the new skin is in dialogue with the solid appearance of the City Hall and the former Supreme Court. The changing appearance of the National Art Gallery
